What impact will the Hainan Free Trade Port's customs closure have on the natural rubber market?

On December 18, 2025, the Hainan Free Trade Port officially implemented its customs closure. As the second largest natural rubber producing region in China, this closure brings new business opportunities and reduces various costs for local small and medium-sized enterprises. However, due to the limited downstream consumption volume in the Hainan region, the impact on natural rubber prices is currently small.  Further policy developments will be closely monitored.

Background of the Hainan Free Trade Port Customs Closure

On December 18, 2025, the Hainan Free Trade Port officially implemented its customs closure. At this time, a series of customs closure policies and supporting documents were simultaneously implemented, including the import tariff list, goods circulation tax policies, prohibited and restricted lists, processing value-added domestic sales tariff exemption policies, and customs supervision measures.

The customs closure marks the beginning of a new stage in the construction of the Hainan Free Trade Port. After the closure, the scope of opening up will continue to expand, and the policy and institutional system will be continuously improved, striving to create an important gateway leading my country's new era of opening up.

Hainan is the second largest natural rubber producing region in China, but its downstream consumption volume is limited.

The provinces in China that meet the conditions for natural rubber production are mainly concentrated in Yunnan, Hainan, and Guangdong. In terms of planting area, as of 2025, the natural rubber planting area in Hainan accounted for approximately 47% of the national total planting area; in terms of output, from 2021 to 2025, the natural rubber output in Hainan basically fluctuated between 250,000 and 350,000 tons, accounting for 25%-45% of the national total output. Unlike planting area, output is easily affected by factors such as weather, the number of rubber tappers, and the substitution of other high-yield agricultural products. However, in terms of both planting area and output, Hainan is the second largest natural rubber producing region in China, mainly producing natural latex, with natural latex accounting for 80-90% of the island's natural rubber production.

From a consumption perspective, the downstream consumption volume of natural rubber in Hainan is limited, with no tire manufacturers and only a small number of rubber product manufacturers. According to Zhuochuang Information data, the annual domestic consumption of natural latex in recent years has been around 800,000 tons.  Hainan's natural latex consumption accounts for less than 10% of the national total, mainly for the production of latex thread, with its latex thread production capacity accounting for approximately 30% of the national total. Considering Hainan's imported latex data, the annual import volume of natural latex in Hainan over the past five years has accounted for approximately 1% of the national total imports, indicating that local rubber product manufacturers primarily use domestically produced latex as raw material.
