The Ministry of Commerce announced the preliminary ruling on the anti-dumping investigation on halogenated butyl rubber imported from Canada, Japan and India.

According to the Ministry of Commerce website, in accordance with the Anti-Dumping Regulations of the People's Republic of China (hereinafter referred to as the "Anti-Dumping Regulations"), on September 14, 2024, the Ministry of Commerce (hereinafter referred to as the "Investigating Authority") issued Announcement No. 38 of 2024, deciding to initiate an anti-dumping investigation into imports of halogenated butyl rubber originating in Canada, Japan, and India (hereinafter referred to as the "Investigated Products").

The Investigating Authority investigated whether dumping and the extent of dumping occurred on the Investigated Products, whether the Investigated Products caused damage to the domestic halogenated butyl rubber industry and the extent of the damage, and the causal relationship between the dumping and the damage. Based on the investigation results and Article 24 of the Anti-Dumping Regulations, the Investigating Authority made a preliminary ruling (see Attachment). The relevant matters are hereby announced as follows:


1. Termination of the Anti-Dumping Investigation into Imports of the Investigated Products Originating in India

The investigation found that the volume of the Investigated Products imported from India during the investigation period accounted for less than 3% of China's total imports of halogenated butyl rubber during the same period. Pursuant to Articles 9 and 27 of the Anti-Dumping Regulations, the Investigation Authority has determined that the import volume is negligible and has decided to terminate the anti-dumping investigation into the imported products under investigation originating in India.

2. Preliminary Determination

The Investigation Authority has preliminarily determined that the imported products under investigation originating in Canada and Japan are subject to dumping, causing substantial damage to the domestic halogenated butyl rubber industry, and that a causal relationship exists between the dumping and the substantial damage.

3. Collection of Deposits

Pursuant to Articles 28 and 29 of the Anti-Dumping Regulations, the Investigation Authority has decided to implement provisional anti-dumping measures in the form of deposits. Effective August 14, 2025, importers importing halogenated butyl rubber originating in Canada and Japan shall provide the Customs of the People's Republic of China with the corresponding deposits, based on the deposit ratios determined for each company in the preliminary determination.
